The Philippine Compassionate Medical Cannabis Act

Due to some studies and claims about the health benefits of CBD/Marijuana not only for Human but also for pet consumption. More and more countries tend to push legalization of Medical Marijuana, CBD and alike.
Medical Cannabis has been going on for five years now spearheaded by Honorable Rodolfo T. Albano III, fortunately, it already passed the third and final reading in the Congress. This will be passsed on to the Senate. Further readings will be made before the president will sign it into law.
How about the implementation?

Since this bill is for medical purposes the Government will still be in pursuit of the illegal traders of marijuana and other illegal drugs. This can also be an opportunity to spot the criminals. Why? Once the bill has been passed into law and the patients who will be registered as a recipient of medical marijuana it will be unavoidable that there are those who will try to sell and acquire marijuana illegally trying to blend in with MCCC. It will be inevitable that there will be some will pose as a patient and also try to purchase medical marijuana from MCCC Dispensaries.  With proper monitoring and controlling the government will be one step ahead of them.
How about the crime rate?

Data from the Denver Police Department, violent crime (including homicide, sexual assault, robbery, and aggravated assault) decreased by 6.9% in the first quarter of 2014, compared with the same period in 2013. Property crime (including burglary, larceny, auto theft, theft from motor vehicle and arson) fell by 11.1%
There will still be some variations since there would be a cultural difference between the two places.

California pulled in $345 million in 2018 and Washington $376 million. New Frontier Data, a cannabis data website, predicts the legalized cannabis market will grow to US$25 billion by 2025.
This could mean that additional revenue for the Philippine Government. Revenue from medical marijuana taxes can help increase the annual budget and can support the Build, Build, Build Project. Therefore, it will be a win-win for the patients who need more economical medication and the Government can earn more.
My Two Cents
There will always pros and cons for every decision we make. There will always be a trade-off.  More research will be needed to ensure the safety of medical marijuana and more legal preventive and corrective measures to be considered to ensure that illegal activities in relation to marijuana can be mitigated.
